A resolution honoring Marilyn S. Swing for her receiving the 2001 International Institute Municipal Clerk's Quill Award.

WHEREAS, Marilyn S. Swing, Clerk of The Metropolitan Government of Nashville and Davidson County, has recently been awarded the prestigious International Institute Municipal Clerk (IIMC) Quill Award in recognition of her significant and exemplary accomplishments to the International Instituted of Municipal Clerks, and

WHEREAS, Marilyn S. Swing, began her career with the City of Nashville in 1976 and was appointed Metropolitan Clerk in 1984. Among her many responsibilities as clerk she also has facilitated management courses for supervisors and managers in Metropolitan Government and has developed and taught minute taking courses for continuing education classes, CMC Institutes and private industry, and

WHEREAS, she has been active with IIMC since joining the organization in 1982. She received her Certified Municipal Clerk designation in 1990 and entered the First Sustaining Level of the Academy in 1998. She has attended 15 Annual Conferences and has served as convener and participated in the "Mock Council Meeting" - the good, the bad and the ugly at the 1988 Annual Conference in Washington. Mrs. Swing represented Region V as a Board member from 1991 to 1994, and

WHEREAS, she has served on various IIMC Committees including Federal Legislation, Meeting Administration, Agenda and Minutes, Conference Planning, the Year 2000 Ad Hoc and Membership, and

WHEREAS, it was during Mrs. Swing's term as Chair of the Membership Committee that IIMC experienced its largest increase in new members from 9,600 to more than 10,000. She received the IIMC 1196 President's Award of Merit, and

WHEREAS, as an Municipal Clerk's Education Foundation board member from 1992 to 1999, Mrs. Swing served as Secretary-Treasurer from 1996 to 1999 and was on the Executive Committee and was either chair or co-chair of the MCEF Silent Auction Committee from 1993 to 1997, and

WHEREAS, in the State of Tennessee, Mrs. Swing was instrumental in establishing and developing the Tennessee Association of Municipal Clerks and Recorders (TAMCAR) and served as President from 1988 to 1990. She also represented TAMCAR on the Board of Directors of the Tennessee Municipal League. Mrs. Swing was invaluable in establishing the Certified Municipal Clerk Institute at Middle Tennessee State University in 1988, and

WHEREAS, Mrs. Swing has been an advocate of continuing education and certification, her leadership helped the successful passage of state legislation to require certification and re-certification of Municipal Clerks in Tennessee, and

WHEREAS, Mrs. Swing has received numerous accolades for her work including TAMCAR's 1996 Clerk of the Year Award, President Emeritus by the TAMCAR membership in 1994, and the Association of Records Managers and Administrators (ARMA) Nashville Chapter Member of the Year Award it is appropriate that Mrs. Swing was awarded the 2001 Quill Award for her exemplary service to fellow Municipal Clerks, participation with IIMC and her individual support of the goals and philosophies outlined in IIMC's Code of Ethics, and

WHEREAS, it is fitting and proper that the Metropolitan County Council honor and recognize Marilyn S. Swing for this prestigious award that she has received as well as her contributions to the City of Nashville and to Municipal Clerks worldwide.


SECTION 1. The Metropolitan County Council hereby goes on record as honoring Marilyn S. Swing upon her 2001 Quill Award and her outstanding contributions to the city of Nashville and Municipal Clerks worldwide.

SECTION 2. The Metropolitan Council Staff Office is directed to prepare a printed scroll to be presented to Marilyn S. Swing.

SECTION 3. This Resolution shall take effect from and after its adopted, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

I moved to amend Resolution No. RS2001-638 by deleting the words "printed scroll" in Section 2 adn substituting in lieu thereof the words "hand-lettered scroll."
