RESOLUTION NO. RS2003-112
A resolution requesting the Nashville Fire Department to take the necessary steps to secure funding for and purchase a seismic measurement device to monitor blasting at rock quarries.
WHEREAS, rock quarries within the area of the Metropolitan Government frequently use blasting as part of their business operation; and
WHEREAS, Section 17.16.230.B. of Metropolitan Code of Laws provides that rock quarry operations are required to be in compliance with the Explosive Materials Code, as codified by Chapter 10.64 of the Metropolitan Code of Laws adopting the 2000 Fire Prevention Code of the National Fire Protection Association (NFPA); and
WHEREAS, the Nashville Fire Department presently does not have a seismograph or other seismic measurement device to measure blasts from explosives; and
WHEREAS, it is fitting and proper that the Nashville Fire Department acquire a seismic measurement device to protect the health and safety of the citizens of Nashville and Davidson County.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the Metropolitan County Council hereby goes on record as requesting the Nashville Fire Department to take the necessary steps to secure funding for and purchase a seismic measurement device to monitor blasting at rock quarries.
Section 2. That the Metropolitan Clerk is directed to send a certified copy of this Resolution to Stephen D. Halford, the Director and Chief of the Nashville Fire Department.
Section 3. That the Nashville Fire Department is further requested to respond to the Metropolitan Council within sixty (60) days as to the feasibility of and/or action taken in compliance with this request.
Section 4. That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

I move to amend Resolution No. RS2003-112 by amending Section 1 by adding the following provision at the end thereof:
“, and to implement a plan to conduct periodic unannounced tests to monitor the blasting activities.”
