RESOLUTION NO. RS2005-740
A resolution requesting the Metropolitan Department of Public Works to refrain from incorporating scrap metal recycled privately by PSC Metals, Inc., as part of the Metropolitan Government's recycling statistics.
WHEREAS, a recent Waste News recycling survey indicates that Nashville reported a 47% total recycling rate, the fourth highest of those cities surveyed; and
WHEREAS, recent reports indicate that the Metropolitan Department of Public Works' recycling statistics include approximately 300,000 tons of scrap metal, 60% of which was recycled privately by PSC Metals, Inc.; and
WHEREAS, although the precise amount is difficult to quantify, a large portion of scrap metal recycled by PSC Metals, Inc., comes from outside Davidson County; and
WHEREAS, over the past several years, the Metropolitan Council has appropriated millions of dollars to fund Metro's recycling program in an effort to reduce the amount of waste Davidson County places in landfills; and
WHEREAS, in order to give a true depiction of Davidson County's recycling rate, it is fitting and proper that Metro Public Works not include scrap metal bought and sold by PSC Metals, Inc. in its statistics.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the Metropolitan County Council hereby goes on record as requesting the Metropolitan Department of Public Works to refrain from incorporating scrap metal recycled privately by PSC Metals, Inc., as part of the Metropolitan Government's recycling statistics.
Section 2. That the Metropolitan Clerk is directed to send a copy of this Resolution by U.S. mail, interdepartmental mail, or electronic mail to Billy Lynch, the Director of the Department of Public Works.
Section 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
