2025-26 Language Access Study
In 2025, the Metro Human Relations Commission (MHRC) launched a new Language Access Study building on the 2017 Study conducted by the department and the pilot program between MHRC and the Tennessee Language Center. The purpose, objectives, and work plan of this new study are outlined in sections below.
Purpose, Objectives, and Phases of Work
Purpose
- Evaluate current language access practices across Metro departments
- Identify barriers for residents with limited English proficiency (LEP)
- Develop actionable strategies for equitable access to Metro services
- Build on 2017 MHRC Report and 2023–24 Pilot with Tennessee Language Center
Objectives
- Assess departmental policies, resources, and practices
- Identify gaps and barriers in service access
- Recommend practical, scalable improvements for compliance and efficiency
- Strengthen interdepartmental coordination and digital inclusion
Phases of Work
- Stakeholder Engagement – Consult departments, community partners, and advocates on study design and implementation
- Departmental Self-Assessments – Collect departmental data on translation, interpretation, and accessibility services
- Policy Review – Examine language access plans, departmental policies, and digital standards
- Community Needs Survey – Gather public input on language access services and experiences
- Recommendations and Feedback – Share findings, refine, and finalize coordinated actions
