The Winter Storm Commission is formed by Mayor O’Connell’s Executive Order 58 to evaluate preparation for and response to the January 2026 Winter Storm. It serves to further transparency and accountability in storm preparation and response, and identify improvements in policies, practices, and procedures to better equip the city for responding to future similar events.
Committee Composition
The Commission includes nine members. Seven members are community leaders or individuals with expertise in utility infrastructure, emergency response, crisis communications, human services, government operations, or other relevant areas. The Vice Mayor and the Council Pro Tempore at the time the Commission is constituted are also members.

Responsibilities
The Commission will:
- Review and investigate Nashville Electric Services’ and Metro Government’s preparation for and response to the storm
- Make recommendations regarding possible changes to policies, practices, and procedures to reduce the likelihood of significant delays in power restoration
- Make recommendations to improve responses to similar emergencies in the future
The Commission must issue initial findings to the Mayor and Metro Council within six months from the date of the first meeting of the Commission and a report containing its findings and recommendations within one year of the first meeting of the Commission.
