Several studies, plans, and initiatives have been conducted to understand and address Nashville's housing needs; however, no comprehensive strategy or plan exists. The 2021 Affordable Housing Task Force Report identified high level housing needs through 2030 and provided recommendations to address these needs. The Metro Housing Division has made progress on implementing over half the high-priority recommendations. Rather than duplicate previous efforts, Metro seeks to build upon this work and fill in the gaps to create a single strategic direction to guide Metro's approach to increase housing security for all Nashvillians.
The Unified Housing Strategy (UHS) will inform local decisions on resource allocation and systems delivery (i.e., public and private roles and relationships); housing types, tenure, and affordability targets throughout the county; and land use and other local policies, to the extent allowed by State law. Desired outcomes of the UHS will be actionable strategies that:
- Expand permanent housing options affordable to Nashvillians at all incomes levels, therefore reducing the percentage of Nashvillians who are cost-burdened;
- Increase access to housing for all protected classes by addressing long-standing housing inequities;
- Support residents with resources and policies to achieve and maintain housing security and stability; and
- Ensure that Nashville's housing stock and systems are resilient and sustainable.
