What are the programs?
The Property Tax Relief and Property Tax Freeze Programs are state and Metropolitan government-funded initiatives designed to reduce tax payments for qualifying Nashville and Davidson County homeowners.
These programs help alleviate the tax burden for older Nashvillians, 100% disabled veterans, and disabled homeowners.
How do the programs work?
Property Tax Relief
- Reduces property tax payments through state and Metro- funded credits
- Offers benefits with no repayment required, no risk of debt

Who qualifies to enroll?
Property Tax Relief (must meet 1 of these 3 criteria to qualify for Tax Relief)
- Service-related, 100% disabled veteran or surviving spouse
- Age 65+ and 2024 qualified income must not exceed $37,530
- Disabled through Social Security Administration (SSA) and 2024 qualified income must not exceed $37,530
Property Tax Freeze
- Age 65+ and 2024 qualified income must not exceed $61,920
How is qualifying income calculated for the programs?
As defined by state law, qualifying income is calculated using specific lines from one’s federal tax return. It is determined by taking the Adjusted Gross Income (AGI) from line 11 of Form 1040, subtracting the taxable amount of Social Security from line 6B, and then adding back the full amount of Social Security from line 6A.

Note: This is a general formula and may vary per individual circumstances.
What documents are required to apply?
- Driver license
- Medicare card (The red, white, and blue card)
- If spouse and/¬or co-owner is deceased: a copy of his/her death certificate
- If divorce: a copy of the divorce decree
- 2024 Federal Income Tax Return with all the attachments such as: Social Security Administration (SSA) 1099 form from 2024, pension, W2, Veterans benefits etc.
- If 2024 income tax return was not filed: a copy of the 2024 SSA 1099 form, W2, pension, Veterans benefits etc., AND one month of a bank statement from 2024 that shows the SSA deposit
- If disabled: SSA's disability award letter approved before 12-31-2025
- If disabled veteran: Veteran's Administration disability award letter approved before 12-31-2025
- If address in driver's license is different to the property address, a copy of:
- 2025 car insurance statement OR
- 2025 voter's registration card OR
- Two 2025 utility bills from two separate providers AND a 2025 bank statement (only one month)
- If there is a revocable trust, please provide a copy of the section of the trust specifying the name of the grantor/settlor/trustor (or bring the entire trust document). According to the Rules of the Tennessee State Board of Equalization, 0600-03-07, If the property is listed under an irrevocable trust, the homeowner cannot apply for the Tax Relief and/or Tax Freeze program(s).
- If a power of attorney signs the application: a copy of the power of attorney document.
Please remember: To be considered for the 2025 Tax Relief and Tax Freeze programs, your application must be filed, and taxes paid in full by April 5, 2026. (Last Day to apply in office Saturday, April 4, 2026)
More eligibility for Davidson homeowners
In 2024, Trustee Gilmore championed the largest one-time Property Tax Freeze income ceiling expansion in program history—moving the eligible maximum income(1) from $47,750 to $60,000. Each new program year further broadens eligibility, resulting in thousands more homeowners being able to keep Nashville home.
