NASHVILLE, Tenn. (September 30, 2026) — Nashville Department of Emergency Communications (DEC) leadership is proud to announce the promotion of Justin Duncan to an Analyst within the department’s Technology Division.
Duncan joined DEC in June 2023 and has served as an emergency call taker, police dispatcher and fire dispatcher. He also served as a Communications Training Officer (CTO), helping prepare team members for work in Nashville’s emergency communications center. For the past two years, Duncan has also served as an active member of the department’s Technology Committee, helping connect frontline operational needs with technology improvements. In April, DEC named him Dispatcher of the Year. Duncan also holds Communications Technician (COMT) and Radio Technician certifications through the Association of Public-Safety Communications Officials (APCO).
In his new role, Duncan will help support the technology DEC personnel rely on 24/7 to answer 911 calls and dispatch police, fire and EMS resources. His responsibilities will include configuring and maintaining workstations, troubleshooting hardware and software issues, supporting network connectivity and helping keep critical communications systems operational.

By actively maintaining these systems and taking preventive measures to ensure constant availability around the clock, this position directly guarantees that our tech infrastructure is always ready to support our dispatchers, first responders and serve the community when it matters most.”
Duncan’s frontline experience gives him firsthand knowledge of the technology call takers and dispatchers depend on when someone calls for help. He’ll use that experience to support the systems behind Nashville’s emergency response.
