Administered by the Metropolitan Action Commission (MAC)
Beginning April 27, 2026, the Metropolitan Action Commission will reopen the Emergency Winter Assistance Program (EWHAP) to Davidson County residents who are still recovering from the financial hardships caused by Winter Storm Fern (2026).
EWHAP is specifically for Davidson County residents impacted by Winter Storm Fern during the declared State of Emergency by Mayor Freddie O'Connell beginning January 26, 2026.
In addition to rental and mortgage payments, the EWHAP now also covers utilities payments including natural gas, electricity and water.
In February, The Tennessee Titans, through their Home Field Advantage Catalyst Fund, donated $250,000 to the Metropolitan Action Commission (MAC) to help launch EWHAP. Following the initial support, the City of Nashville reallocated $931,000 in American Rescue Plan Act (ARPA) funds to MAC, which enabled the agency to continue serving residents experiencing storm related housing hardships as long as funding is available. This program provides critical support to residents.
Who is Eligible?
To qualify, applicants must:
- Be a resident of Davidson County.
- Have sustained damage or experienced hardship during Winter Storm Fern.
- Meet income eligibility (not exceeding 100% of Area Median Income (AMI)).
Qualifying Hardships (must have occurred during the storm):
- Property damage (electrical, plumbing, fallen trees, etc.)
- Hotel expenses
- Loss of work or reduced hours
- Death of a household member
- Illness
Income Eligibility (Revised Income Guideline)
Applicants' income must not exceed 100% of AMI using the 2025 HUD Income Guidelines for Davidson County:

Who is not Eligible?
- If you are facing eviction or foreclosure due to past-due payments prior to January 25, 2026, please apply for the Metro Action Commission Rent and Mortgage Assistance Program.
- If you have already received housing payment and utility assistance from another disaster relief organization, you should not apply for assistance for that same need.
- If your hardship or loss is not due to the winter storm, your application may be denied.
Required Documentation
All applications must include:
- Valid government-issued ID
- Social Security cards for all household members
- • Pay stub for a 30-day period between January 25 - February 25, 2026
- Applicants without income prior to Winter Storm Fern do not qualify.
- Proof of hardship (see qualifying hardships above)
- Current lease and ledger (for renters) or current mortgage statement (for homeowners)
- Recent utility bill statement
Examples of Hardship Documentation:
- Receipts showing financial impact
- Appointment notifications for illness (e.g., email confirmations)
- Hospital paperwork (doctor's note, discharge papers, etc.)
Assistance Details
- Maximum rent or mortgage assistance: up to $2,000 per household
- Current amount owed on your water, gas, and electric bill
- Payments will be made directly to the leasing organization, mortgage company, or utility vendor
Application Timeline
- Re-opens: Monday, April 27, 2026
- Applications processed in the order they are received as funds are available
- Applicants must attend an award appointment scheduled by MAC.
Important: If your leasing organization or mortgage company does not respond within 14 days of award notification, your application will be denied so funds can be reallocated to other applicants.
