Metro Action Commission is informing Davidson County residents of a temporary delay in utility assistance funding through the Low Income Home Energy Assistance Program (LIHEAP). The Tennessee Housing Development Agency (THDA), which administers LIHEAP funding statewide, notified Metro Action on Wednesday evening—just ahead of the new application period beginning Thursday—that the agency has not yet received the federal funds necessary to begin the 2027 LIHEAP program year.
As a result, Metro Action is not able to pay for utility assistance at this time. Residents may still submit an application; however, THDA’s system will place all applicants on a waiting list until the federal funding is released. Applicants will also receive guidance to contact United Way’s 2‑1‑1 Center for additional community resources during this temporary funding gap.
THDA is currently completing supplemental payments for eligible households from the existing program year. Once those payments are finalized, THDA will determine whether any remaining funds can be rolled over to help agencies navigate the period before new federal funding becomes available. Federal restrictions on rollover funding, combined with high application volume, have contributed to uncertainty regarding the availability of temporary funds.
