On July 15, 2025, the Metropolitan Council of Nashville and Davidson County unanimously approved final passage of BL2025-898, officially adopting the 2024 International Codes Council's building, trades, accessibility, and energy standards.
The ordinance was signed into law by Mayor Freddie O'Connell on July 16, 2025, and establishes regulatory standards for all building and trades work permitted in Davidson County.
The passage of this legislation was welcomed news for the Codes Department as well as builders and developers within Davidson County. Metro Codes Director Bill Herbert released the following statement:
"I appreciate the hard work and long hours of analysis provided by our team to ensure that our adopted code is the right fit for development in one of America's fastest growing cities. We take the responsibility of protecting occupants of all structures in Nashville very seriously and adoption of the latest codes ensures that we are holding these developments to the highest safety standards."
The ordinance took effect upon Mayor O'Connell's signature and will be applicable to all plans and applications submitted after the effective date of July 16, 2025. For projects with preliminary designs under the 2018 International Building Code, Metro Codes is implementing a 180-day grace period.
