The Office of Homeless Services (OHS) is committed to ensuring that all individuals can access our programs and services without discrimination. In alignment with Title VI of the Civil Rights Act of 1964, OHS prohibits discrimination based on race, color, or national origin. This protection also includes meaningful language access for individuals who have limited English proficiency.
Your Rights to Equal Access
- Access services without discrimination.
- Receive language assistance if English is not your primary language.
- Submit a complaint if you believe you were treated unfairly due to race, color, national origin, or language-related barriers.
Free Language Assistance
OHS provides language assistance at no cost to help ensure meaningful access to our services. Examples include:
- Oral interpretation during phone calls or virtual meetings.
- Translated forms, notices, and other essential documents in commonly spoken languages such as Spanish, Arabic, and others.
- “I Speak” cards or similar tools to help identify your preferred language.
- Staff trained to recognize language needs and connect individuals with appropriate language support.

How to File a Title VI Complaint
If you believe you have been discriminated against while accessing OHS services, including issues related to language access, you may file a Title VI complaint.
Complaint Submission Methods
- Email a written complaint to Title VI Officer
- Call and provide complaint details over the phone
- Mail a written complaint to the Office of Homeless Services
What Information to Include
To help us review your complaint, please include:
- Your name and contact information
- Date, time, and location of the incident
- Names of individuals involved (if known)
- A description of the incident and why you believe it was discriminatory
- Any documentation or evidence related to your complaint
What to Expect After You File
- You will receive confirmation that your complaint was received.
- The Title VI Officer will review the details and begin an investigation.
- You may be contacted for additional information.
- Once the review is complete, you will receive a written summary of the findings and any next steps.
Protection for Retaliation
OHS strictly prohibits retaliation against anyone who files a Title VI complaint or requests language assistance. You have the right to raise concerns without fear of negative consequences.
