The Nashville-Davidson County Continuum of Care Homelessness Planning Council serves as an independent body and is empowered to make decisions and recommendations as the governance board for the Nashville-Davidson County Continuum of Care, as required by 24 C.F.R. Part 578.
The Nashville-Davidson County Continuum of Care Homelessness Planning Council has the following duties and responsibilities:
The Continuum of Care Program is a construct of the federal government. In practical terms, Continuum of Care includes all stakeholders and interested parties working together to build an effective Housing Crisis Resolution System in Nashville-Davidson County to prevent and end homelessness for all Nashvillians. Some aspects of the work are governed by federal requirements outlined in the federal Homeless Emergency Assistance and Rapid Transition to Housing Act (HEARTH) of 2009.
The Continuum of Care Homelessness Planning Council receives its authorization to function as the community’s governance board to oversee the implementation of a systems approach to homelessness from the Continuum of Care Governance Charter. The Governance Charter is the main document that outlines the role of the Homelessness Planning Council.
The Continuum of Care Homelessness Planning Council adopted a three-year Strategic Community Plan on August 14, 2019. The plan outlines four main goals:
