The East Nashville Water Infrastructure Replacement (WIR) project, led by Metro Water Services, will replace aging water lines and other related infrastructure in the area between Dickerson Pike, Ellington Parkway, and Douglas Avenue, including the McFerrin Park and Cleveland Park neighborhoods. The project will be designed and constructed in phases over the next few years, starting with construction on the first phase in the southwestern section. Once construction on the water infrastructure is complete, Metro will repave the streets—providing an opportunity to improve transportation safety and mobility in the area.
There are several planned bikeways in the area, specifically Grace, Meridian, Cleveland, and Lischey streets. NDOT is currently gathering community feedback, completing technical analysis, and developing design concepts for multimodal transportation improvements in the neighborhood. These improvements will be designed as the water project is under construction, and the transportation improvements will be implemented in conjunction with repaving to follow the water project.

Project Phases and Status
Phase 1
This phase includes Meridian Street South of Cleveland Street and Grace Street from Dickerson Pike to Lischey Avenue.
Status: Construction is ready to begin.
Phase 1B
This phase includes Lischey Avenue, Marina Street, North 5th Street , and North 6th Street. The project team is finalizing the green infrastructure, which includes various trees and plants that are used to help manage stormwater and reduce runoff. Following design completion in early Summer 2026, the project phase will advance to permitting and procurement with construction to follow Phase 1.

Phase 2
Phase 2 includes Meridian Street and Cleveland Street. The project team expects to complete 60% designs by mid-Summer 2026 and move into 90% design.
