Phase: Preliminary Engineering
The Nashville Department of Transportation and Multimodal Infrastructure (NDOT) has been working with designers on a 30% concept plan and engaging the community in partnership with the Jefferson Street Corridor Study. The current design does not include a roundabout. NDOT is coordinating with the Environmental Division at the Tennessee Department of Transportation to reevaluate the project's environmental impacts, which may be reduced due to the smaller project footprint without the roundabout. Once all the feedback is received, NDOT will prepare a proposal to advance the project into final design.
This project was on-hold for two years and relaunch occurred in August 2025.

Project Description
This project will involve the design and construction of intersection improvements at 21st and 28th Avenues at Jefferson Street to improve the safety, mobility, and capacity of the intersections. The elements of the improvements may include improved crosswalks, accessible curb ramps, and decorative traffic and pedestrian signals at 21st Avenue North.
This project is federally funded, locally managed and is monitored by the TDOT Local Programs Development Office.
Project Funding: 80% Federal and 20% Local
- Length: 0 linear feet
- Cross-Section: 11-foot right turn and 5-foot sidewalk; 16-18-foot lanes for the roundabout.
- Estimated Project Cost: $3,900,000
