Chief Carrigan oversees the Community Safety & Partnerships Bureau. Previously she was the Deputy Chief of the Community Services Bureau which included the patrol operations and nine police precincts. Prior to being promoted to the rank of Deputy Chief, she was the Inspector in the Administrative Services Bureau where she managed the daily operations of the Training Division, Police Human Resources and Background and Recruitment. Deputy Chief Carrigan has 15 years of supervisory experience which include serving as the East Precinct Commander and Lieutenant in the Criminal Investigation Division - Adult Sex Crimes Unit. Deputy Chief Carrigan holds a bachelor’s degree from Cumberland University and has also attended the Senior Management Institute for Police (SMIP) and Northwestern School of Police Staff and Command.
